Nikolay Vladimirovich Radostovets, Executive Director of the Republican Association of Mining and Metallurgical Enterprises

Nikolay Radostovets is the President of the Republican Association of Legal Entities (ALE) Union of Commodity Producers and Exporters of Kazakhstan, Member of the Presidium of the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan, member of the Assembly of the People of Kazakhstan.
He is PhD in Economics, Professor, Member of the Russian Academy of Natural Sciences (2016), Member of the International Informatization Academy.
He graduated from the Almaty Institute of National Economy (diploma with distinction), has a doctoral degree of the USSR Academy of Sciences (Moscow), took trainings in Austria, England, Hungary, Poland, USA, Turkey.
His career began in 1976 in the Academy of Sciences of the Republic of Kazakhstan (economist, junior researcher, department supervisor, academic secretary of the Institute of Economics of KazSSR).
He worked as Deputy Chairman of the State Committee for Support of New Economic Structures and Restriction of Monopolistic Activities, and the Deputy Chairman, Chairman of the State Committee on Pricing and Antimonopoly Policy of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan.
In 1998, he was appointed the Chairman of the Committee of the Republic of Kazakhstan on Regulation of Natural Monopolies and Protection of Competition, later – the Minister, Chairman of the Agency of the Republic of Kazakhstan on Regulation of Natural Monopolies and Protection of Competition.
He was Minister of Labor and Social Protection of Population of the Republic of Kazakhstan from 1999 to 2000. Between 2000 and 2004, he served as Chairman, Vice President of the Eurasian Industrial Association. In 2003, he held the post of the Director General of the Association of Exporters of Kazakhstan.
In 2004 – the President of the Republican Association of Legal Entities Union of Commodity Producers and Exporters of Kazakhstan, in 2005 – the Executive Director of the Republican Association of Mining and Metallurgical Enterprises ALE, in 2014 – the Member of the Presidium of the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan.
He is awarded by the Gratitude of the President of the Republic of Kazakhstan for efficient service in the Government of the Republic of Kazakhstan, facilitation of economic reforms in difficult conditions of the transition period, strengthening the statehood, preserving the stability of the society and interethnic accord.
In 2007, he was awarded the “Kurmet” order, the “20th Anniversary of the Assembly of the People of Kazakhstan” medal , the jubilee medal “20 years of the Constitution of the Republic of Kazakhstan” and the “Parasat” order, for merits in the development of the economy and social sphere, and for exemplary service in state bodies and involvement in public activities.
N. Radostovets is an active public figure of the Republic of Kazakhstan. A new area of the legislation of the Republic of Kazakhstan – the antimonopoly policy, which is currently the most advanced among the CIS member states, – has been formed thanks to his initiatives and direct involvement.
As the Minister of Labor and Social Protection of Population, N. Radostovets took the lead in the adoption of the first Law on Social Partnership among the CIS countries.
He proactively participated in the integration of domestic and foreign business communities in Kazakhstan. A number of republican associations of large enterprises were established on his initiative, including the Eurasian Industrial Association, the Union of Commodity Producers and Exporters of Kazakhstan, the Association of Mining and Metallurgical Enterprises.

Tulegen Mukhanovich Mukhanov, First Deputy Executive Director

Tulegen Mukhanov is the Vice President of the Republican Association of Legal Entities Union of Commodity Producers and Exporters of Kazakhstan.

He graduated from the Leningrad Mining Institute named after G. Plekhanov.

He began his career in the Leninogorsk Mine and Construction Department in the Leninogorsk Polymetallic Plant as a sinker and later became a senior engineer of the Production and Technical Unit.

Later he worked in the Ministry of Nonferrous Metallurgy of the Kazakh SSR (lead engineer), the Mongol Sovtsvetmet Association (Mongolian People’s Republic, chief engineer on mine management), Ministry of Nonferrous Metallurgy of the Kazakh SSR (lead engineer), and the Kazvtortsvetmet Republican Association (deputy general director).

He was the General Director of the Temir Joint Stock Company, and the Director of the Bamt Production and Commercial Firm.

He held different posts in the Ministry of Industries and Trade; Ministry of Economy and Trade; Ministry of Energy and Mineral Resources; Ministry of Industry and Trade.

In 2004 – the Vice-President of the Union of Commodity Producers and Exporters of Kazakhstan RALE, in 2005 – the Deputy Executive Director of the Republican Association of Mining and Metallurgical Enterprises ALE; in 2015 he was appointed the First Deputy Executive Director of AMME.

He was awarded the “Kurmet” order, the medal “For Valorous Labor”, the certificates of honor of the Ministry of Energy and Mineral Resources, the Ministry of Industry and Trade, the “Miner’s Glory” badges of the 3rd degree of MEMR, the “Kenshidanky” and “Yekbekdanky” badges of 3 degrees of the Ministry of Industry and Trade, the Ministry of Industry and New Technologies of the Republic of Kazakhstan, the “Kurmetti kenshi” and “For Merit” badges of the Federation of Trade Unions of the Republic of Kazakhstan.

In AMME he manages the issues of production and industrial safety, social partnership with trade unions of the mining and metallurgical industry and the coal industry. He is the member of the Public Council of the Ministry for Investment and Development of the Republic of Kazakhstan and the Board of Directors of the NADLOC Agency.

Bakhyt Parlanovna Manasbayeva, Deputy Executive Director

Bakhyt Manasbayeva is the Vice-President of the Union of Commodity Producers and Exporters of Kazakhstan.

She graduated from the Karagandy Polytechnic Institute with a degree in “Mining engineer-economist”.

She worked in the Office of the Prime Minister of the Republic of Kazakhstan, NC KazMunayGas JSC, she represented the top management of the private company, served as the First Deputy Director General for Development, Adviser to the General Director of Kazakhselmash Corporation LLP, Adviser to the Deputy Head of the Faction of the People’s Democratic Party Nur Otan in the Mazhilis of the Parliament of the Republic of Kazakhstan, as well as Adviser to the Chairman of the Board of the Union of Mechanical Engineers of Kazakhstan RALE.

Since March 2008, she has held the position of the Deputy Executive Director of the Republican Association of Mining and Metallurgical Enterprises ALE and Vice-President of the Union of Commodity Producers and Exporters of Kazakhstan RALE.

She was awarded the “Kenshidanky” medal of the 3rd degree of the Ministry of Industry and New Technologies of the Republic of Kazakhstan. (2014 y.) and “Kenshidanky” medal of the 2rd degree of the Ministry of Investmenst and development of the Republic of Kazakhstan (2018).

In AMME she assists the members of AMME in the search for business partners, manages the conclusion of contracts, the organization of sales of products and other issues related to the implementation of their trade and economic activities.

She works with the AMME enterprises on business development, elaboration and submission to the government authorities of proposals for improving trade and economic policies, improvement of the export potential of the republic and regulation of foreign trade activities.

She is responsible for cooperation with international organizations for promoting trade relations; makes proposals to state bodies for creating the most favorable conditions for the industrial and export capacity of the republic and stimulating foreign trade activities.

She implements projects in the areas of vocational training, retraining and advanced training of personnel in MMC, technical regulation and preparation of state standards at the national and interstate level, as well as the development and examination of professional standards of the industry; conducts industry forums, conferences, congresses; represents and protects the interests of AMME members in state bodies of the republican and regional level.

She is the Deputy Chairman of the primary organization of AMME under the PDP Nur Otan, member of the Technical Council of Real Estate Fund Samruk Kazyna JSC, member of the Committee for Geology, Mining, Coal Mining and Metallurgical Industries of the Presidium of the RK NCE Atameken, member of the Kazakhstan-Indian Business Council, member of the Award Commission of the President of the Republic of Kazakhstan “Altyn Sapa” in the Executive Office of the President of the Republic of Kazakhstan.

Erbol Kyzaibayevich Zakariyanov, Deputy Executive Director

He graduated from the Mining Faculty of the Kazakh Polytechnic Institute named after V. Lenin with a degree in “Mining engineer-technologist””, and from Karagandy State University named after E. Buketov with a degree in “Jurisprudence”.

He has the State License giving the right to carry out real estate appraisal, State License for property management and dealing with insolvent debtors in bankruptcy proceedings, Certificate No. 964 KZ “Project Management” of Thunderbird Worldwide Kazakhstan.

He worked as an engineer of the research department and a teacher at the Kazakh Polytechnic Institute. Being a research fellow of the laboratory “Underground Mining of Ore Deposits” of the Mining Institute of the Academy of Sciences of the Kazakh SSR, he published more than 20 academic papers, and he is the author of 5 inventions.

From 1996 to 1999, he led the consulting firm RING, in 1999-2002 he was the head of the Competition Management Department of the Agency for Organization and Liquidation of Enterprises JSC of the Ministry of Finance of the Republic of Kazakhstan.

Between 2002 and 2006, he was the head of the Office for Supervision of Bankruptcy Procedures of the Committee for Insolvent Debtors of the Ministry of Finance of the Republic of Kazakhstan. He held managerial positions in Astana-engineering-BS LLP, Jupiter LLP, and was an expert in the AAC Group (Account and Consulting Company Group).

From 2009 to 2013, he worked as the Director of the Department of Subsoil Use and Local Content of AMME. Since 2014 – the Deputy Executive Director of the Republican Association of Mining and Metallurgical Enterprises ALE.

He was awarded the Jubilee Medal “10 Years of Kazakhstan Constitution”, the Certificate of Honor of the Ministry of State Revenues of the Republic of Kazakhstan, the “Yenbekdanky” badges of 2 and 3 degrees.

In AMME he manages the issues of subsoil use, development of local content, procurement of subsoil users, innovative activities of MMC enterprises and implementation of investment projects.

He is the member of the Public Council of the Ministry of Energy of the Republic of Kazakhstan, Committee for Geology, Mining, Coal Mining and Metallurgical Industry of the Presidium of the RK NCE Atameken, the Central Commission for the Development of Oil and Gas Deposits under the Ministry of Energy of the RK, the Commission for Granting the Subsoil Use Rights on Hydrocarbon Raw Materials, Coal and Uranium under the Ministry of Energy, member of the Expert Council under the Ministry for Investment and Development of the RK, member o the expert commission of NATR JSC, and the Coordination Council of the KAZRC Association.

Maxim Sergeyevich Kononov, Deputy Executive Director

After graduation from the Suleyman Demirel University (diploma with distinction) in 2010, he worked as a junior consultant at Stratega WCM Ltd.

In 2010 – the expert of the Department of Analytics of AMME, in 2012 – the Director of the Department of Analytics of AMME. He was appointed the Deputy Executive Director of AMME in 2014.

In AMME he manages the issues of transport support for MMC enterprises, regulated activities and competition, taxation, foreign economic activities, international cooperation, strategic planning and development. He is responsible for analytical work of AMME, promotion of cooperation with foreign organizations, the participation of the association in international initiatives and projects.

 

Temirlan Seitbekov - Deputy Executive Director for Legal Affairs

Graduated from Al-Farabi Kazakh State University. Master of Law.

Worked at «Imash» Legal Firm (1999-2000.), and «Legis» Law Office (2000-2004). Between 1999 and 2004 – Teaching Assistant at «Investment and Financial Law» Department; between 2006 and 2007 – Head of Legal Department of «Kazakhstan Center for Promotion of Investments «Kazinvest» LLP; between 2007 and 2009 – General Manager of the Department of Corporate Management of «National Holding «Kazagro» JSC; between 2010 and 2013 – Head of Legal Division of «KazakhstanGaryshSapary» JSC. Zhanna Boranbayevna Mananbayeva, Assistant to the Executive Director

She graduated from the North-West University (People’s Republic of China) with a degree in “International Economics and Trade”.

In AMME she manages the issues of staffing in MMC enterprises, the development, revision and examination of professional standards, as well as the issues of service support to partners of the association, maintaining the participation of AMME in sectoral events and exhibitions.

Assel Almaskyzy Kaldarbek, Director of the Department of Technical Regulation and Metrology

She graduated from the Transport and Energy Department of the Eurasian National University named after L.N. Gumilyov with a degree in “Standardization, Metrology and Certification”. In 2016, she received her Master of Engineering degree in “Standardization and Certification”.

In 2013 – the expert on the standardization at AMME, since 2015 – the Director of the Department of Technical Regulation and Metrology of AMME.

In AMME she is responsible for issues of staffing, international cooperation, standardization and technical regulation, development, revision and examination of national, interstate and provisional national standards. She manages the technical committee for standardization No. 85 “Subsoil Use and Metallurgy”, and the primary organization of AMME under PDP NurOtan.

She is the member of the technical committees for standardization No. 75, No. 30, No. 72.

She is the Representative from the Republic of Kazakhstan in interstate technical committees for standardization No.007, No.099, No.106, No.120, No.259, No.269.

Gulnaz Kynabylovna Bissenova, Director of the Ecology Department

Graduated from the Kazakh National Research Technical University named after K.I. Satpayev, specialty: «Engineering ecology».

 

She received the bachelor and master degrees in «Transport, Transport Equipment and Technologies» at the Kazakh National Technical University named after K.I. Satpayev.

From 2013 to 2016, she worked as the lead expert of the Department on Content of Technical and Vocational Education; lead expert of the Department of Certification, Qualification, Inspection and Ranking of Organizations of Technical and Vocational Education of the Republican Scientific and Methodological Center for Technical and Vocational Education and Qualification JSC.

Ilyas Taukenovich Mazhitov — Director of the Department of Coal Industry and Energy

Graduated from Karaganda State Technical Institute with a degree in Mining, Moscow Engineering Physics Institute (MEPhI), majoring in Economics.

Worked at the Agency of the Republic of Kazakhstan for Statistics, the Ministry of Energy of the Republic of Kazakhstan. He worked on issues of subsoil use, the nuclear industry, industrial statistics, energy, etc.

He has more than 13 years of government service experience.

Since September 2023 – Director of the Department of Coal Industry and Energy of the AMME.
